The IX Party Congress
GASZALASI - Despite his recall vote attempt, Aqa si Tal convened the Xeroist Union Party for it's ninth Party Congress.
The Party Congress was held in two sessions, a day apart. Both sessions opened with the approval of the Agenda:

Rework of the Procedural Code to include scenarios of inactivity of Court staff, streamlining the process of arrest and trial, removal of conditions that mandate an in-game live action trial for most decisions, introduction of text trials to accelerate the process of justice and facilitate ZSD Prosecution work. Officialization of motions (requests) to the Court.
Removal of dependence of Court Clerks.
Extension of the Bar Member license validity.
Enable the Notarization service.
Construction of a People's Court Headquarters or a new Courthouse (will be discussed again later)

Closing Ceremony
In both sessions, the agenda was approved unanimously. In accordance with this agenda, the sessions began with Aqa si Tal's Partisan Chair Activity Report (PCAR).
Completed Partisan Chair Actions:
- Finalized Kelitá elections
- Managed Premier elections
- Addressed Ziciya mayoral issue (inactive mayors)
- Oversaw Gaszalasi mayoral election (after resignation of Zaaki Nieves)
- Approved Samira Iuminov as High Judge
Then came the Partisan Chair Activity Plan (PCAP):
Key Problems Identified:
- High player inactivity, especially in courts
- Trials take too long and affect governance
- Over-reliance on bureaucratic processes
- ZSD workload causing burnout
Proposed Reforms:
- Procedural code overhaul
- Enable trials even with low staff
- Reduce need for in-game trials in all cases
- Introduce text-based trials (ticket system)
- Easier scheduling
- Automatic transcripts
- Remove reliance on court clerks
- Extend bar membership validity
- Reactivate authorization service
- Build new courthouse
The PCAP passed both congresses unanimously.
The first debate of the Congress was on the position of Zilatra joined the Bloc for Liberation, Organization, and Cooperation (BLOC).
Some important facts that were presented during the second session, but not the first were:
- Zilatra has already applied to BLOC (executive decision)
- Possible future veto power after 1 month (per Krasnoi contact)
Both sessions agreed that Zilatra's lack of a veto power status in BLOC was concerning, however, Alisa Nikitina, who was present at the second session, but not the first, raised that the deal struck with the Socialist Republic of Vladistan stated that Zilatra would be given veto status after 1 month of being in BLOC. Even without this knowledge, both the first and second sessions passed the resolution that the Xeroist Republic of Zilatra should join the BLOC.
Standing Committee Proposal
Concept
- A 3–5 member committee (preferred: 3)
- Elected by party members
- No fixed terms; challenge-based system
- Works alongside Partisan Chair
- Roles (examples)
- Education
- Literature
- Community engagement (events, activity)
Purpose
- Maintain party function independent of Chair
- Assist with daily operations
Possibly:
- Organize conferences
- Form working groups
- Trigger public recall votes (not direct recall power)
Debate Points
- Some want more definition before voting
- Suggestion: use working group or proposal draft
- Suggestion: the Partisan Chair should establish their findings and publish it for the Party to vote
- Idea of replacing Chair with committee
The final point of the replacement of the Partisan Chair was rejected outright. Both sessions agreed that the standing committee proposal was beneficial, and that an open letter and further discussion was required.
